Microsoft has annouced that all future Xbox 360 Dashboard apps are to contain Kinect functionality.

Statements given toKotaku and Joystiq say:

With the new dashboard our objective is to bring the power of Kinect functionality to every experience where voice and gestures make sense.

While this isn't quite the end of controller use yet, this does allow for more choice in your Dashboard controlling endeavours.
